I think this is a configuration problem. Does it help if you
configure mesa with
$ ./configure --prefix=/opt/XORG --libdir=/opt/XORG/lib
LDFLAGS="-L/opt/XORG/lib"
?
I haven't tried, but conventionally, LDFLAGS (and CFLAGS) are
available for user's use.
