#95 Need a field added to the system (yeardate) for officers

Issue – Need a field added to the system.

Description – I have been tasked with tracking courses
for officers and we currently do not have a field in MEPS
that has the year a enlisted solider becomes a officer.
This is a important field for the officers because they
base promotions on this date.

Example – The training they want to track is (Officer
basic and advance course) both are TDY type of
courses.
