Issue: Unable to assign civilian Job series

Description: Instead of assigning Indicators for all
civilians in the hospital we could just maintain the users
job series or AOC for all civilians. This would allow
training to be assigned based on Job Series or AOC for
civilians and MOS for Military Personnel

Example: All personnel who have a job series for a
provider would be assigned alinical training such as Age
Specific Care.
