Issue: Unable to assign someone as OIC, NCOIC, or
Secretary using the Organization Manager.

Description: On the organization tab in the Organization
Manager Once I expand the tree to a department or
section I am only able to assign an NCOIC, Secretary, or
OIC by clicking the drop down box and selecting from
the list of individuals within that department or below
that department. In a lot of cases someone is OIC,
NCOIC, or Secretary for more then one section. This
problem is that Personnel is unable to assign these
permissions on the front end. The only way to set this
up is to go into mepsdata..tblorganization and manualy
put their internalmepsid in all of the sections that they
supervise.
