#71 Add (Other non-sorted field etc.) to Personnel Manager

Add the (Other non-sorted, non-categorizing,
miscellaneous notes) field to the Personnel Manager. At
DACH this field was used frequently to annotate
information on personnel (i.e. Notes on personnel
converting from Army to Contractor, contractors moving
from dept to dept etc.).
