#1 Scilab support

Hello,

Currently, SUGAR requires Matlab. Would it be possible
that this requirement becomes "Matlab or Scilab"?
This would probably not increase SUGAR efficiency or
inheral features, but this would enlarge the users
community, especially amongst students and universities.

If I have time, I am even likely to contribute for that
(but I cannot promise anything right now).

What do you think?
