#37 Add description to resource.

I find myself adding many urls to the resource panel of
a project when doing initial research, and then
forgetting what the urls point to, and not being able
to tell anything about the page from the content of the
url.

Being able to annotate a resource with a brief title,
note or description of some kind would be really
helpful. Perhaps it's a new column in the resources
panel, or the description pops up like in the task panel.
