#17 Unnecessary default to All filter

I was using the Review Site content link and the site
lists me all articles in 'Active' state first. Using
it, for instance, I updated the News Bar.

After submitting the updates to an article, I was
returned to a page where I again find Review Site
Content link. At this instance, I need to update
another article. Now, this link fetches me all
articles with the filter set to 'All'. It is
desirable to have 'Active' only as the default.
