#397 Server Setting: Rare units produced per tick on Black Marke

Currently, the server will produce 1 and only 1 unit from the rare tables to put on the Black Market. Would like to see a setting added to the Config-Black Market tab in Server Config for 'Number of Rare Units per Tick' to allow SOs to have more than 1 rare unit placed on the Black Market per tick.
