#298 Scrap Modifiers missing Vees

The scrap modifiers based on Engine/Criticals/Damage are not affecting non-mech units. A server that sets damaged units to give money for the player when scrapped has that working only for mechs for example. DAmaged vees pay the usual price for scrapping as per normal servefr configs.
