#353 Improved Personnel Generation

In addition to being able to set skill bonuses/malluses I'd like options to:

Set age limits on new personnel. Example is if I want to setup a training battallion campaign it is a bear with current options to ensure the actual cadets are the appropriate age to be cadets.

An easy way to change back to full random. Using the above example so I could switch off the option to generate the instructors and other staff.

Set and check familial relationships. I know the procreation code already checks this but I'd like someway to see who the father is when a child is concieved out of wedlock for myself and to set familial relationships so I could create a family run unit without it getting potentially kind of creepy.

    Well the mom to be decided none of the guys in the unit were worth her time so she hit the bars looking for trouble. At least thats how the code goes. The only time a father is listed is when married. Procreation outside of a relationship doesn't use anyone from the unit as the father. I am pretty sure ralgith wrote it that way to keep the complexity down to a minimum.
