#859 Personnel market : FMM method doesn't generate correct number of recruits

According to the table on page 176 of FMM revised, i should have the following modifiers :

Galatea (last hiring hall) +2
Main force (ASF) : 0
Desired recruit type ASF pilot : -1
Dragoons rating A : +3
High negotiation : +1
High leadership : +1
HR admin : +1

For a total of +7. On a 2d6 roll that means i generate a minimum of 3 recruits per month, but i only generated one this month. Pretty sure not all the modifiers are being taken into account here.

    Because they aren't.

    There is no hiring hall setting currently. Nor is there a way to set the "desired" recruit type. This wont be fixed for quite some time, as it has a very large number of prerequisites.

    I will mark this as post-stable as it is really a feature improvement more than a bug.
