  The reference file you linked me to is
  "x264-0.164.3107_a8b68eb_Win_GCC131.7z" there is NO "x86 x265.exe" file in
  that download ?

  PS:
  I appeared to FIX the BUG buy copying "x265.exe" from my last updated
  MeGUI to tools/x265/x86 which was empty as your update seems to be missing
  that file . Can't say if it's the latest version of the file though.

Thank you very much for letting me know. The issue is that the wrong file is downloaded (the one for MeGUI x64 which does not include the x86 folder). I do not have currently access to the update servers and can therefore not change it.

I've met the same issue. Trying to update to latest 3.6.0.28 and stuck in this status.

temporary workaround -
1) to switch to normal server
2) to update(downgrade) only x265 x265 v3.5+72
3) to change server
4) don't update to x265 v3.5+104 or 3.6.28 (skip only x265 update)
