According to the tac ops errata 3.4, page 27, units with a ecm suite set to ghost targets must select a friendly or hostile unit for the effect at the start of the weapon phase. This doesn't happen in MM (there doesn't appear to be any way to pick the target unit for ghost targets), and the PSR for ghost targets only shows up at the end of the firing phase, after all weapon attacks have been declared, rather than at the start of the firing phase (You don't get to see the PSR for the ghost targets until after all weapon attacks have been declared).
I had a RVN-3L set to ghost targets, and despite it passing the PSR for ghost targets in the round report, weapon attacks still proceeded as if there was no ghost targets active. There is no indication of attackers needing to make a PSR based on the margin of success either (which is how ghost targets work in the original printing).

That was a 4 gunnery pilot firing at short range, so the ghost targets had no modifier to the gunnery roll at all and the artic fox had no BAP or ecm suites.
This is a duplicate of [#3634]. There's no report of the PSR to overcome ghost targets, but it happens and is taken into account. It's not very informative the way it's done now, but it does work. Any work on ghost targets should go towards implementing the new rules and not fixing the old.
