#3711 Tooltip dismiss delay is low for some look and feels

The tooltip dismiss delay is the amount of time a tooltip will be displayed before disappearing. In some Look and Feel's this delay can be a bit low for MM, somewhere around 3 or 4 seconds. The client settings allow the user to change the tooltip popup delay however it doesn't allow the user to set the dismissal delay. A field for this option should be added to allow the user to change the dismiss delay.

    Fixed in [r10010]. I added new GUIPreferences, TOOLTIP_DISMISS_DELAY. This is configurable via the CommonSettingsDialog (client settings). The default value is -1, which maintains the default for the current look and feel. If the value is greater than -1, that value is used as the tooltip dismiss delay.

    I also added code to set the tooltip delay and tooltip dismiss delay when the client settings are updated (previously, changes only took effect the next time the client was restarted).
