Media Wiki Utilities is the "missing admin panel" for MediaWiki. As
of version 1.5.0 it works and has alot of functionality, including: 
deleting users, making a user an admin and vice versa, making a 
user undeleteable, and finally looking up users and finding 
information about them.

1. upload the /adminutil folder to the root directory
of your mediawiki installation
2. open up a browser and go to:
http://yoursite.com/mediawikifolder/adminutil/includes/install.php
3. complete installer
4. use program

At the installer if you type yes in the LEAVE BLANK box the 
installer will not actually run the SQL, it will do everything else
through!

You can switch the language simply by going in to the config after 
installation and changing enUS.php to esUS.php(Spanish)
