#930 doesn't show LAME 3.100 info tag

As per 0.7.74 release, mediainfo does not show lame 3.100 tag. (Lame 3.100 has not yet been released, though.) The quick fix which works for me is to change the condition:

• Encoded_Library>=__T("LAME3.90")
• Encoded_Library>=__T("LAME3.10")
