#1059 Encoded date in Matroska container incorrectly diplayed

According to FFmpeg and MKVToolNix (header editor) the encoded date in a Matroska file is set to "1980-02-25 00:01:01". MediaInfo 0.7.98 shows, "Encoded date : UTC 2020-04-17 20:42:30".

Steps to repeat:
Open a Matroska file in MKVToolNix header editor.
Set Segment information / date field to 1980-02-25 00:01:01, and save the file.
Open the Matroska file in MediaInfo.
Encoded date shows UTC 2020-04-17 20:42:30
