I download then extract and open then get this ooops error . I didnt have a profile on here or ever logged in before would that be any reason it wouldnt work? Thx

Make sure you have not extracted MC to a protected location.
so not to
desktop
program files folder
user folder (including download folder)
see wiki for install instructions.

I have a folder in c drive
C:\MC
and put the downloaded file here, then double click to self extract.
