It is used to view which buttons are set to be launched together.
For example, if you often move files from one folder to another. Lets say, you often move files from D:\Downloads to E:\Archive. You configure two buttons with the following:
[Window]
Run: Normal
Window title: E:\Archive
Window process name: explorer
Location size/presets: Right
So when you click on one of the buttons, two File Explorer windows are opened. One on the left and one on the right.
Now, if you have several or even a few "sets" of buttons to be launched together, it gets a bit harder to keep track. You can now use the Tools: View Group Launch List to see the buttons that are groups to be launched together. It is almost the same as the [View List] button in the Edit Button dialog box's [Properties] tab, except the current button being edited has not been created yet will not appear on the list. Meaning, you just started editing an empty button.

The [Tools]->[View Group Launch List] displays the buttons that are currently configured with a [Group launch ID] value (shown when editing a button).
Any button with the same [Group launch ID] value will be launched when one of the buttons in that group is clicked.
Looking at the previous example in this thread, two buttons are configured with the [Group launch ID] = File downloads. If you click either Button 1 or Button 2, both of them will be launched.
