There is support for patches <https://sourceforge.net/p/maxima/patches/>, but it looks like almost no one (including me) ever looks there since there are quite a few outstanding patches some of which are over ten years old. 😦 I find this a bit unfortunate since I think people are used to pull/merge requests to propose changes to projects.
