Hmm. I could not reproduce that here - and of course I test the packages 
before a release. I build (Maxima and wxMaxima) packages for Windows 
often, to do some tests concerning bug reports - and never saw this issue.

But there are several Editions of Win 11, it might be a specific 
version, which is different from my virtual test machine.

And there are approx. 3.500 weekly downloads of the 5.48.1 Windows 
installer - and thats the first time, we got this report? Strange.

Thanks. Will change that. But - can you check before, if it works (in 
your enviroment!), if one just removes that line? According to
https://learn.microsoft.com/en-us/windows/win32/sbscs/application-manifests
it seems not required at all.
