Examine the link properties. The link should refer to the batch file, 
without any command line parameters. Looks like there is a superfluous 
-s 49165.

I recently installed the latest Maxima version on Windows (admittedly 
Windows 10) and didn't encounter any issues. Strange installation path 
that you chose, but that shouldn't matter.
