#3901 Torsion is not used when cframe_flag is true

When cframe_flag is true, torsion will not be used with lcs. Torsion is used with contortion and it gets added to mcs. Treimann is the calculation for the curvature when using frames and it only uses lcs.
Therefore in a frame field, the curvature and other relativity tensors will not see any torsion.
There should be a way to be able to use torsion when using frame field.
