#2622 base64 type warnings

When base64.lisp is loaded in an SBCL image, there are multiple warnings about the element-type 'char. I believe that the code confuses the CL function char with the CL type character. The attached patch silences the warnings in SBCL and works as expected with GCL 2.6.7, ECL 11.1.1 and CLISP 2.49 (all on Debian testing).

    Thanks for the patch. I'll apply it shortly. The issue is that there is no type 'char; it's 'base-char or 'character.
