#2151 maxima.el: disabled option still present

In maxima.el, defcusom `maxima-use-full-color-in-process-buffer' is still defined and user-customizable. But the variable does nothing, as its implementation is commented out. This is inconsistent.

It seems that either the variable definition ought to be commented out as well, or the implementation should be reinstated.
