#2016 submatrix does not work as expected

submatrix(10,20,zeromatrix(20,20));
does not delete any rows. It returns zeromatrix(20,20)

also

submatrix(3,5,F,3,5);
matrix([1,1,1],[1,1,1],[1,1,1])

and

submatrix(2,5,F,2,5);

do the exact same thing.

I'm running Maxima 5.21.1 http://maxima.sourceforge.net
using Lisp GNU Common Lisp (GCL) GCL 2.6.7 (a.k.a. GCL)

    (%o2) [18,20]
    (%i3) submatrix(zeromatrix(20,20),10,11,20)$

    Works for me, I don't see a bug here.
    All the same I've thrown some examples (including the ones above) into r1.8 tests/rtest2.mac to make sure it works for everybody. Closing this report as fixed.
