I do not have any problems with Maxima (all versions and CVS) and Windows XP and I think we have a lot of installations on Windows 7 too.
At first, it might be useful to get some more information. What is the source of your Maxima version? What version of Maxima you are using? Is it possible to start Maxima in a terminal?
Setting the status to pending to get more information.

BEX is caused by a data execution prevention exception. Make sure you add maxima.exe to the list of DEP exceptions. (On Windows 7, in the Start menu right-click Computer, click Properties, click Advanced system settings, click the Settings button under Performance, click the Data Execution Prevention tab, and then click Add and locate maxima.exe.
