I think it'd be better as you say but as there's an ongoing effort in making tools to manage maven repos related to the maven 2 development we should wait a bit more to see what happens and in the meantime try to upload third party artifacts through JIRA following the upload process. Also note that artifacts in the SF repo should also have a pom so the maven2 one is correctly generated. There's no problem with the GPL artifacts in ibiblio, is the ASF who doesn't allow GPL artifacts.
