[Maven-plugins-developer] Licenses

I've just updated the Maven-Plugins project to allow both Apache and GPL 
licenses on SourceForge - previously was all under Apache.

Please make sure that any plugin you are responsible for has a LICENSE.txt 
file relevant to what it is released under.
