Matxin development at SourceForge

From now on our main development will be done publicly at SourceForge's SVN repository.

We think this is a natural and logical step towards having a better
Matxin both for developers and users. This will also avoid consistency
conflicts and anger feelings to developers. At least that's what we hope.

Matxin: 1.3 available

Machine translation engine based on a dependency grammar and XML interchange format. The Spanish-Basque (es-eu) translation is ready.

There's a new snapshot of Matxin available.
Matxin 1.3 is a major update of Matxin.

This new release includes:

* Wide char and Unicode support (partial, since Freeling works with latin1).
* Improved support for en-eu and es-eu.
* Fixes in the build system.
