Added todo comment.

Fixed route estimator now returns entire leg objects instead of a leg travel time estimation only. This makes it truly transparent concerning modes and routes.

Minor code modifications.

Simplified code of planomat and leg travel time estimator.

Started simplification of fixed route leg travel time estimator.

refactored code:
- it is now possible to use simple edges (no bowedges)
- the propagate-method was a bit rewritten, to allow the use of hold over flow later on

Extended leg travel time estimator interface. Started to generalize its standard implementation, the fixed route leg travel time estimator.

add TransitStrategyManagerConfigLoader that "patches" certain strategies so they call first TransitActsRemover for correct functioning.

restructured StrategyManagerConfigLoader so it can be better reused and removed unnecessary argument in parameter list of method load().
