Extended leg travel time estimator interface. Started to generalize its standard implementation, the fixed route leg travel time estimator.

add TransitStrategyManagerConfigLoader that "patches" certain strategies so they call first TransitActsRemover for correct functioning.

Kti pt routes are now represented in their own implementation. Crow-fly multiplier f 1.5 is applied to distance as well as travel time of an entire kti pt trip.
