use System.arraycopy to copy data from one array to another instead of custom for-loop.

A number of changes related to commercial vehicle demand generation:
- Relocated some classes to clean up the folder structure;
- Extracted new utility to read 'within' and 'through' traffic vehicles;
- Created new test for above mentioned utility;
- Split demand generation for 'within' and 'through' traffic;
- Started with new method to generate commercial demand for BOTH 'within' and 'through' traffic;
- Started a test case for the new method.
