Integration of classes specific for the KTI project into recent MATSim developments:
- Holding all "kti" config parameters in their own config group, and local passing of this group instead of calls to deprecated Gbl.getConfig().
- Integration of kti router into router initialization of controler (now configurable via config groups of PlansCalcRoute and Controler).

removed option from TransitQueueSimulation to create missing transit Vehicles. Out-sourced to its own class CreateVehiclesForSchedule.

adapted to new serialized format of ExperimentalTransitRoute

Creating SubNetwork from the Knowledge of Persons and route only within these SubNetworks.

Departures now store the vehicle id (instead of the vehicle itself). vehicle id is now also written to file / read from file. TransitQueueSimulation now requires vehicles to be loaded.
