Set plan selection when creating plans for commercial chains.

Rule out re-locating alternatives which have probability zero. Otherwise it can occur that agents re-locate activities with a type that is not desired (p=0).

small fix for the ScenarioCut

Change code to work with MATSim elements and not with populationBuilder.

moved the "extends Identifiable" tag from BasicLocation to Location. This is not much better, but a little better.
