fixed non compiling import statement

made logger private as the logging should be done by class, furthermore made static attribute margUtlDistCnt non-static to avoid disabled warnings in case of multiple config objects

Modified the warnings re "marginalUtlOfDistance" such that they should occur at most once.

Modified the consistency check re opening/closing times such that opening time in conjunction with late penalty is
also accepted (used e.g. in bottleneck scnenario, Seattle)
