added check that vehicles are not unintentionally teleported when they return bad values in chooseNextLink().

handle non-blocking transit stops. make sure stops on the first (departing) link of transit vehicles are also handled.

transit stops can now define if they block the traffic on the street or not. defaults to false (non-blocking).

fixed P1 FindBugs warning "Dead store to local variable".

removed the deprecated method Controler.getTraveltimeBinSize(), made method Controler.loadData() private as was planned according to the Javadoc.

fixed null pointer in case of not set coordinate

fix config file so it works again with multiple iterations for replanning.

Modified some warnings so that they are only given once (in particular the minDuration warning, which seems to come with every
activity type).
