removed unnecessary try-catch block

removed method AbstractTravelTimeCalculator.resetTravelTimes() in favor of EventHandler.reset() since the reset is now called at the right moment (see r6983).

use the NetworkFactory to create Routes instead of hard-coded create NodeNetworkRoutes. this required changes to arguments of some classes, so the NetworkFactory can be accessed.

made WorstPlanForRemovalSelector valid with PlanSelector guidelines and added test cases for it. Some tests were migrated from PersonImplTest.
