Expecting some efficiency improvement for planomat by moving variables out of often called methods.

new event-types BasicVehicleArrivesAtFacilityEvent and BasicVehicleLeavesAtFacilityEvent.

added methods getVehicle()/setVehicle() to store and retrieve information with which vehicle this departure is served.

accomodate driver in transit vehicles capacity calculation.

Some efficiency improvement.

added method QueueVehicle.getBasicVehicle(). This had implications on many implementing classes, constructors and places where the object are instantiated.

removed method getVehicle(), only getVehicleId() will be provided.

Conceptual improvement in plan optimization with planomat: If an activity has a negative duration, it is scored according to that. However, the plan continues as if the activity was performed for 1 second. Otherwise the agent could "travel back" in time and use it again for performing activities.

Sevearl conceptual planomat improvements:
- JGAP optimizer now also accepts negative fitness values. Because of this, best chromosomes selector is again used instead of a roulette wheel selector which can only operate with fitness values > 0.0.
- Activities may have negative durations during optimization, but have a minimum duration of 1 second when returned to agent database.
