initial demand modeling code and scoring stuff for income studies

- added scenarioloader support for households plus according config group
- renamed basichouseholdsreader according to schema and householdsreaderv10 class

small change in households_v1.0.xsd: as we have no systematic approach how to deal with the currency this attribute should be optional instead of required

- Reverting last change concerning penalty for too short duration: Apply it only to actual time spent performing the activity
- Apply technical penalty for negative activity duration to each instance of an activity if its duration was negative, not over the sum of durations of all instances of an activity type. The latter could lead to trade-off between several instances of activities of the same type, offsetting the negative duration in one instance with a positive in the other.

Penalty for too short activity duration is applied to the entire planned activity duration, independent of if the activity could actually be performed (it moght not have been due to opening time restrictions).
