fixed potential null pointers in writer

first step of replacement of TravelTimeCalculator with LinkToLinkTravelTimeCalculator: most of the code is using the new class including tests however there are still some references to TravelTimeCalculator

check config's consistency in controler instead in parser

-some cleanup and improvements of household implementation: introduced basic interface also for builders.
-improved test by checking also references to population if read.
-cleanup of Person/BasicPersonImpl removed features available in Population_v5 that are no longer used due to the deprecation of the file format
