Commit [r6768] Maximize Restore History

LinkToLinkTravelTimeCalculator no longer returns the free speed travel time when no agent entered the link in a time slot (thus no information), but an agent entered in the previous time slot with a very high travel time, spanning over the actual time slot and further on. (see http://matsim.org/node/225)
