Changed input paths for config files.

Class that computes user benefits and operator profits.

Added config parameter "initialScoresFile" to PConfigGroup. The initial scores are taken from a base scenario. They are used to compute changes in user benefits during welfare maximization. Also, the validate method in PConfigGroup throws a runtime exception if welfare maximization is enabled but the operator type does not equal WelfareCarefulMultiPlanOperator.
