get rid of ZONE_BASED and PARCEL_BASED constants

Added two if statements that throw runtime exceptions if fare is used as weight to determine transit stops or operation times to delete from the schedule.

Reverted if statements for strategy parameters.

Added an if statement: The validate method now throws a runtime exception if strategy parameters for "ReduceTimeServedRFare" and "ReduceStopsToBeServedRFare" to use collected fare as weight are set to true along with welfare maximization (since we do not collect fare when maximizing welfare).

make test print results for all mode if one fails

this kind of "test everything and only print the first failures" tends
to lead to wrong diagnostic...
