simplified tool to create a population for braess's scenario

-added PersonEntersVehicle-, PersonLeavesVehicle-, ActivityStart- and ActivityEnd-Events (activity set as "test", facility-id set as "unknown")
-changed value of depart of persons with first leg-mode "car" from activity-end-time to the departure-time of the leg
-same to value of until of person-stops if next leg-mode equals "car"
-adjusted sorting of persons (because of described changes made)
changes made to match car-departure-times of MATSim
