Update of PSim based ChoiceSetGenerator

Minor changes to keep track of completed runs on the server.

Although compiling, the first classes to get the waste collection model running as very basic. Much is possibly unnecessary, but need to be tested more rigorously. For now, just commit it so that it is considered during refactoring.

For safety sake, just commit the new/adapted classes for Cape Town analyses.
