add option to use fast capacity update (i.e. not in every time step) in qsim. will lead to compile errors outside core; amit will fix

Added example from Berlin MATSim class; the example has been taught like that several times

(1) newCapacityUpdate is working well (faster); verified with FDs.
(2) in peekFromVehQueue method, check for driver is not required
