missing input files for congestion pricing tests (v3)

Geocoding and car/pt routing for post-car-world.

more diagnostics: psim scores deviate from qsim scores, so record score components of each plan to compare.

track 'genomes' of plans, i.e. the various mutations performed on a plan and their effects over iterations. Unfortunately requires some core code replication due to PlanImpl, PersonImpl and PopulationImpl dependencies being overriden.

more guesswork to move the new getTransitVehicle to getVehicle

Separated vehicles and transitVehicles container.

Did that by

(1) renaming everything related to the old "vehicles" container to "transitVehicles".

(2) Introduced a new "vehicles" container, together with a new config section.

(3) Tried to check for all occurences of what was now scenario.getTransitVehicles() if this should have been vehicles.

I also replaced the config switch isUseVehicles that had to be "on" in the past by "isUseTransit" which normally is on anyways if you want to use pt. (Maybe there are use cases where one would not want this, but TransitSchedule is under the same switch so at least it is not making the situation worse.)

a step towards separate transit vehicles and (normal) vehicles container. I essentially renamed the existing vehicles infrastructure to transit vehicles, and then added some infrastructure for normal vehicles

starting towards a separate VehiclesConfigGroup
