outputting pre-configured plan strategy names to config comment

outputting pre-configured plan selector for removal names to config comment

renaming the enums that contain the strings for the default plan strategies/selectors

now throwing an exception if someone defines, say, bicycle links in the
network and then registers "bicycle" with the network router. This is
probably too restrictive but I cannot think of anything else right now.
